According to a Gilani Research Foundation Survey carried out by Gallup Pakistan, majority (69%) blames present government for the plight of missing persons; 11% blame the army.

A nationally representative sample of men and women from across the four provinces was asked. In your opinion, who is most responsible for extra-judicial abduction of missing persons? Responding to this, 69% of Pakistanis blame the present government, 11% blame the army, 7% blame others and 6% blame the missing persons themselves. However, 7% did not give a response.
